What We Advocate For

Our Legislative Principles

Legislative principles are the foundation of CHPA’s advocacy strategy, guiding every action and decision the association undertakes on behalf of members and the broader industry. By establishing clear, values-driven principles, CHPA ensures that all advocacy efforts align with our mission of protecting business interests, fostering professionalism and maintaining industry credibility. These principles serve as a touchstone for member action, offering practical guidance on responding to legislative challenges and collaborating effectively to promote sound, sustainable policies that benefit corporate housing worldwide.

CHPA advocates for stays of 30 days or more. These long-term furnished housing options serve a unique and necessary role in supporting a global, mobile workforce, displaced residents and transitioning families. CHPA does not support legislative work related to short-term vacation rentals or platforms that primarily operate under 30-day use models.

Why: Confusing corporate housing and serviced accommodations with short-term vacation rentals undermines the legitimacy of our members and puts them at regulatory risk. Preserving the 30+ day distinction is fundamental to maintaining access, compliance and public trust.

CHPA and its members believe that compliance with all applicable laws including taxation, licensing, zoning and safety is non-negotiable even if they are at odds with our legislative goals. We support fair enforcement and will work with local jurisdictions to adjust, streamline and clarify regulations. We do not support arbitrary unit caps or restrictions that prevent legal, long-term business activity.

Why: Our ability to advocate credibly depends on our members’ commitment to legal and ethical operations. The more compliant we are as an industry, the stronger our case for responsible regulation and respect for the communities in which we operate.

CHPA promotes a professional industry through its individual certification (Certified Corporate Housing Professional) and company accreditation programs. These programs, which all members are encouraged to participate in, showcase dedication to improved standards of operation and establish confidence in both companies and employees.

Why: As the short-term rental market expands and begins to coin the term of mid-term rental, raising the bar of the industry helps to distinguish our members and credentialed companies as trustworthy, compliant and service-oriented, which serve as key factors in client retention and policy credibility.

CHPA maintains professional corporate housing providers operating 30+ day stays should not be subject to the same regulatory scrutiny or enforcement measures as short-term rentals or other transient accommodations. Our members are already subject to and comply with existing business, tax, safety and landlord tenant laws. The nature of their operations does not pose the same challenges which have led to short-term rental restrictions in many cities. However, when regulation is deemed necessary, CHPA supports clear definitions, streamlined processes and policies that reflect the unique characteristics of our industry.

Why: Overregulation of responsible, long-stay operators stems from misunderstanding or misclassification. While we prefer a light-touch business-friendly environment, CHPA engages constructively when policy is on the table to ensure resulting regulations are fair, appropriate and don’t harm housing access, workforce mobility or local economies.

Corporate housing and serviced accommodations are defined by far more than the number of nights a guest stays. CHPA members deliver professional, full-service housing solutions that focus on duty of care and are tailored to the needs of relocated employees, traveling professionals, displaced families from natural disasters, and others requiring flexible and reliable housing. While the length of stay is an important legal threshold, it should not be the sole factor used to classify or regulate our industry. Lumping corporate housing in with short-term or mid-term rentals oversimplifies our role and risks misinformed policy decisions.

Why: Policymakers often focus solely on the length of stay when drafting housing regulations. This ignores the deeper operational, compliance and service distinctions that define our industry and CHPA members. By emphasizing purpose, standards, and professionalism, CHPA can better protect the industry’s reputation and ensure it is governed by rules that reflect its true nature.

CHPA actively seeks alignment with organizations which often represent our members’ clientele such as WERC, CERC, EuRA, NAA, GBTA and look for shared goals with hotel and multifamily partners. Rather than operating in opposition, we aim to demonstrate how corporate housing complements, rather than competes with, other segments of the housing and accommodation landscape to serve a necessary function in cities and regions. When appropriate, CHPA will align with hotel and lodging associations to showcase the value of both types of accommodation and the continued partnership of for the entire accommodation sector.

Why: Regulatory and policy victories are rarely achieved alone. Strategic collaboration expands CHPA’s influence, builds goodwill and strengthens advocacy achievement while increasing our ability to directly advocate for the industry.

CHPA recognizes that housing affordability is a critical concern in many communities, but professionally managed corporate housing is not the cause of this crisis. Our members serve a distinct function by providing essential housing for a global, mobile workforce, relocated families and those in transition including insurance housing, medical housing, government housing (military, contractors, etc. and these needs cannot be met through traditional rental stock. Additionally, the industry has been around for more than half a century and only recently has been caught up in the STR focus.

We are committed to working with policymakers to clarify our role, share relevant data and help focus regulation on the true drivers of affordability challenges. This includes early engagement to correct misperceptions and highlight how corporate housing contributes to housing solutions and local economies.

Why: Many restrictive policies emerge from the mistaken belief that all furnished or flexible housing removes units from the long-term rental market. Without proactive education and data-driven advocacy, our industry is at risk of being regulated out of existence for a problem it didn’t create. Telling our story early and accurately is key to protecting access and trust.

  • CHPA monitors potential legislative threats, keeps members informed, articulates concerns and identifies allies and collaborators, ensuring that issues are on the association’s radar and proactively communicated.

  • CHPA educates legislators, provides critical market research and expert insights, and, if needed, commissions counsel to clarify risks or impacts. The legislative fund covers initial expenses at this level, allowing for necessary education and outreach

  • When direct advocacy is required, CHPA leverages the legislative fund to retain advocacy and PR support, coordinate in-person testimony or meetings, draft or suggest legislative language and rally client support. This level positions CHPA and its members to actively shape legislative outcomes.
